Specific budget lines established on the basis of legally –binding EU regulations specifying the scope, objectives and modalities how budget resources will be employed. These instruments finance EU external action, usually with the exception of activities carried out in the framework of Common Foreign and Security Policy and Common Defence and Security Policy.
