College of Europe in Natolin started implementation of the Natolin4Capacity Building project

The new European Union-funded project “Capacity Building for Integration and Reform – enhancing the administrative capacity of Ukrainian civil service for European integration through a comprehensive educational programme” (Natolin4Capacity) was launched on 10 February ahead of the EU-Ukraine Association Council.

“Natolin4Capacity” is an important additional element of the EU’s comprehensive support to the implementation of the Association Agreement with Ukraine and the country’s public administration reform. We are proud of this cooperation with the College of Europe in Natolin, which will open access to learning opportunities from the most renowned European studies institution to Ukrainian next generation civil servants”, – underlined Frederik Coene, Head of Cooperation at the European Union Delegation to Ukraine.

The project will deliver e-learning courses on European integration and implementation of the EU-Ukraine Association Agreement/Deep and Comprehensive Free Trade Area to Ukrainian civil servants. For this purpose, a dedicated online e-learning platform, online repository of documentation, peer-to-peer communication and other tools will be developed. To inform the design of the courses, a training needs assessment will be carried out in cooperation with key partners – the Secretariat of the Cabinet of Ministers of Ukraine, the National Agency of Ukraine for Civil Service and the Delegation of the EU to Ukraine. First e-learning courses will be deployed in October 2021.

Moreover, within the project 240 civil servants representing central government bodies will have an opportunity to take part in tailor-made professional face-to-face training sessions and study visits. These sessions will be organised in Ukraine and Poland and will be supplemented by study visits to EU Institutions. They will start in May 2022.

The project will be implemented over a period of 36 months by the College of Europe in Natolin (Warsaw, Poland). In 2014-2015 the College has offered the first tailor-made training courses for Ukrainian public servants immediately after the Revolution of Dignity. In the years 2016-2020 it has also delivered two e-learning  platforms covering issues of cooperation between the EU and European Neighbourhood countries, including Ukraine. Therefore, it can now build on the accumulated experience by providing a wider range of specialized courses as well as an online learning tool.
