NATOLIN4CAPACITY BUILDING PHASE II (n4cb-ii)
Natolin4capacity Building Phase II – Strengthening Ukrainian Public Administration For EU Integration is a multidimensional and highly targeted EU-funded educational programme developed using modern formats and jointly implemented by the College of Europe in Natolin and the High School of Public Governance.
The objective of the Natolin4Capacity Building Phase II is to enhance the capacity of the Ukrainian public administration to effectively manage the EU accession process and implement the reforms necessary to meet EU membership requirements.
Key beneficiaries of the programme are Ukrainian public sector employees engaged in managing tasks related to European Integration, such as the ongoing accession process, legal harmonization and institutional adjustment processes.
Natolin4Capacity Building Phase II project builds upon the experience and success of the Natolin4Capacity Building (N4CB) project, implemented in 2020–2024 to support the public administration of Ukraine in implementing comprehensive reforms and the EU-Ukraine Association Agreement (AA) as well as candidate status.
The programme was highly assessed by its participants and key stakeholders. Therefore, the new project capitalizes on the achievement and deliverables of the N4CB with an updated educational offer, including onsite sessions in Poland and Ukraine, Training of Trainers modules and additional e-learning modules. The project will reach more Ukrainian public sector employees, offering a wider range of high-quality educational opportunities.

TAILORED ONSITE KNOWLEDGE and ANALYTICAL SKILLS PROGRAMME | REGISTRATION IS NOW OPEN
Onsite 6-week sessions delivered by EU experts for selected 100 participants.
Held at the premises of the College of Europe in Natolin, Warsaw.
Each participant will take part in a training research programme and develop one analytical paper on a topic related to European Integration, accession processes, or negotiation cluster.
Participants will also take part in Group Field Trips and Individual Field Trips.

ONSITE LEARNING PROGRAMME
Ten intensive training sessions addressing the immediate needs of public administration will be held onsite in Kyiv for 180 people in total and hosted by the High School of Public Governance.
TRAINING OF TRAINERS for N4CB ALUMNI PROGRAMME
This is an onsite module for N4CB alumni and other civil servants, hosted by the High School of Public Governance during its annual conference in Kyiv (Kozyn). This Training of Trainers (ToT) will equip participants with the skills required for successfully disseminating knowledge acquired through participation in the project educational offer.

TAILORED ONSITE KNOWLEDGE AND ANALYTICAL SKILLS PROGRAMME

- 12 groups of up to 9 Ukrainian public administration employees, focusing on preparations for and participation in accession negotiations.

4th edition
EU-Funded Programme on European Integration Launches New Edition on “Competitiveness & Inclusive Growth” for Ukrainian Public Officials
The fourth edition of the six-week Tailored Onsite Knowledge and Analytical Skills Programme on European Integration for Ukrainian public officials has begun at the College of Europe in Natolin. The programme is implemented within the Natolin4Capacity Building Phase II project, funded by the European Union.
This edition will focus on the EU accession negotiations cluster “Competitiveness & Inclusive Growth”, that comprises eight chapters addressing taxation, customs legislation, digitalisation, and science and research, among other areas. The cluster prioritises reforms that strengthen the country’s competitiveness in the world market while ensuring that economic growth is inclusive and benefits all parts of society.
Eight participants in the fourth edition were selected through an open and competitive process that included evaluation of applications and individual interviews. The participants represent the following public institutions:
- Ministry of Education and Science of Ukraine
- Ministry of Finance of Ukraine
- State Customs Service of Ukraine
- Ministry of Digital Transformation of Ukraine
- State Tax Service of Ukraine
- Ministry of Economy, Environment and Agriculture of Ukraine
The programme combines academic study with mentoring, study visits, and analytical work focused on applying EU practices to national reforms.
3rd edition
The third edition of the Tailored Onsite Knowledge and Analytical Skills Programme has successfully concluded at the College of Europe in Natolin, marking another step forward in strengthening Ukraine’s institutional capacity for EU integration. With this milestone, 25 participants have now completed the training — representing one quarter of all professionals expected to graduate from the full 12-session cycle by January 2027.
Implemented under the EU-funded project “Natolin4Capacity Building Phase II,” the programme offered the participants of the third edition an intensive, practice-oriented learning experience focused on the “Fundamentals” cluster. Over the six-week course, they deepened their understanding of the rule of law, democratic governance, human rights, and the core reforms underpinning Ukraine’s path to EU membership.

3rd edition
The EU-funded Natolin4Capacity Building Phase II project has launched the 3rd edition of its Tailored Onsite Knowledge and Analytical Skills Programme, dedicated to the “Fundamentals” negotiation cluster.
The “Fundamentals” cluster is central to Ukraine’s EU accession, setting both the entry requirements and the final benchmarks for membership. It covers essential reforms in the judiciary, rule of law, democratic institutions, and human rights. Unlike other clusters, where progress is judged by adopting EU laws, “Fundamentals” is assessed through reform milestones, making the process more flexible and adapted to Ukraine’s system.
Due to the strategic importance of this cluster and strong interest among Ukrainian public officials, this is already the second programme edition focused on “Fundamentals.” The current cohort, selected through an open call and competitive process, includes representatives from:

- State Space Agency of Ukraine
- State Border Guard Service of Ukraine
- Ministry of Health of Ukraine
- State Service of Special Communications and Information Protection of Ukraine
- Secretariat of the Ukrainian Parliament Commissioner for Human Rights
2nd edition
Eight Ukrainian Public Administration Employees Complete Six-Week EU Internal Market Training at the College of Europe in Natolin with EU support
The second edition of intensive training programme on EU integration at the College of Europe in Natolin has officially concluded. The initiative is part of the EU-funded Natolin4Capacity Building Phase II (N4CB-II) project. The second cohort of participants, specializing in issues within the “Internal Market” negotiation cluster, was selected through an open call and individual interviews. Over six-weeks, they studied the economics of European integration and the negotiation chapters on the Free Movement of Capital, Financial Services, and Intellectual Property Law.
“As a lawyer, I provide legal expertise on draft laws in Parliament, and my work is closely linked to economic issues. It’s very important for us to understand how the EU internal market is regulated. Through this programme, I want to build on my experience and gain a deeper understanding of its specific features,” said Roman Pozhodzhuk from the Main legal department of the Secretariat of Verkhovna Rada of Ukraine.
The programme combined academic learning with hands-on experience, ensuring direct relevance to participants’ daily work on Ukraine’s EU integration process. For many, the opportunity to engage with experts who have already worked on EU accession was invaluable.
With EU Support, the College of Europe Launches Second Session of Tailored Onsite Knowledge and Analytical Skills Programme, Focusing on the Internal Market
The second edition of Tailored Onsite Knowledge and Analytical Skills Programme, which began on 5 August, is dedicated to the negotiation cluster “Internal Market”. Over the course of the next six weeks, participants will explore the economics of European integration — both from theoretical and practical perspectives. Special focus will also be given to the analysis of the four freedoms that form the foundation of the Single Market.
The following topics corresponding to specific negotiating chapters will be covered: Free Flow of Capital (Chapter 4) Financial Services (Ch. 9), Intellectual Property Law (Ch. 7). The need to deepen the last topic was indicated by almost half of the participants, professionalizing in this area.
1st edition
Strengthening Ukraine’s EU Path: First Group of Ukrainian Public Officials Completes EU-Funded Training on European Integration at College of Europe in Natolin
The first group of Ukrainian public administration employees has successfully completed the first session of the six-week Tailored Onsite Knowledge and Analytical Skills Programme, organised by the College of Europe in Natolin with the support of the European Union. As part of the Natolin4Capacity Building Phase II (N4CB-II) project, the programme aims to support Ukraine’s European integration process by providing practical skills and knowledge in EU policies, the competencies of European institutions, and the dynamics of EU accession negotiations.
“I applied twice for the N4CB project and am very happy to be part of its second phase. European integration is not only a professional responsibility but a personal mission. I am fully committed to this process,” said Serhii Shkabko, from the Ministry of Education and Science of Ukraine.
